Dynamics 365 Licensing

With Microsoft Dynamics 365, you must license each internal user who will access the service. In the Enterprise edition, some applications can also be licensed per device.

The primary licensing is by named user subscription, classified into three types.

Light users are characterized by requiring only basic Dynamics 365 functionality. For full users you can choose between monthly plans, with apps packaged for savings, or standalone applications (which means full use of one app and light use of the rest). 

The Dynamics 365 for Operations Activity subscription is a named user subscription intended for users who may be heavy users of the application, but do not require the use rights of a full user (only when licensed through Unified Operations Plan). With the Dynamics 365 for Operations Device license, multiple users can use a device that is licensed with a Dynamics 365 Operations device SL to operate a point of sale device, shop floor device, warehouse device or store manager device. A single device can provide any of the following functionality in any combination.

The Dynamics 365 Enterprise edition has two types of SLs:

  • User SLs are assigned on a “named user” basis, meaning each user requires a separate User SL; User SLs cannot be shared but an individual with a User SL may access the service through multiple devices.
  • Device SLs are assigned to license a device. With the Plan 1 Business Application Device SL any number of users can use the licensed device with a shared login without the need for a separate User SL. With the Dynamics 365 Operations Device SL any number of users can use the licensed device with individual logins without the need for a separate User SL.

There is an Enterprise and a Business edition available. The Business edition (Business Central) is suitable for small and medium-sized organizations with up to 250 employees and offers Dynamics 365 for Finance and Operations in a light version in the Team Members Business edition or as an individually licensed app.

If you have more employees, the Enterprise edition best fits your needs. These are the options to license Dynamics 365 applications in the Enterprise edition:

  • Dynamics 365 for Sales
  • Dynamics 365 for Customer Service

  • Microsoft PowerApps


Alternatively, all apps can be licensed individually (except for Microsoft Flow and Finance and Operations) or as light version in the Team Members Enterprise edition.

  • Microsoft Cloud Solutions by COMPAREX
  • School Enrollment

  • Microsoft Products and Services Agreement (MPSA)
  • Microsoft Dynamics Online Government – Microsoft’s Government Community Cloud (GCC) - Access to Online Government plans is not available to the following services:

    • Dynamics 365 for Finance and Operations
    • Dynamics 365 Plan
    • All functionality in Dynamics 365 Customer Engagement Plan Business Application may not be available
